Detective Lam’s child sexual assault investigation produces results, Earns her HPOU’s Investigator of the Month honors in February

Detective Jessica Lam of the Special Victims Division (Crimes against Children Unit) showed great perseverance in a follow-up investigation of a 2018 case of going sexual abuse of multiple children. Her investigation resulted in the arrest of an abusive stepfather as well as the mother of the children involved.

For her work Lam was presented with the HPOU Investigator of the Month honor at the Union’s February general membership meeting. Also present were the nominating sergeant, Lee Donovan and Commander D. Angelo.

Sgt. Donovan detailed Lam’s work, saying that it began with a forensic interview with a victim, who said the grooming tactics of the sex offender led to touching and progressed to anal sexual assault that continued through years of abuse. After filing Continuous Sex Abuse of a Child against the culprit, Lam learned there were other child victims since there were other children present in the home during the assaults that led to the charges.

The detective proceeded to Georgetown, north of Austin, to conduct several more forensic interviews of child victims, resulting in two more charges against the suspect. Charges of Child Endangerment were filed against the mother of the children when evidence showed she was aware of the abuse and did nothing to stop it.

In addition, there were also pending Child Pornography charges against the suspect, who recorded some of his attacks.

Sgt. Donovan said, “Detective Lam showed great tenacity and follow-through as she went beyond a normal scope of the investigation to make sure that this predator was off the streets of Houston.”
