BAKER

Retired Sergeant Alfonso A. Baker, Jr. passed away on Thursday, March 21, 2019, at the age of 61. He is survived by his wife, Mary Baker, and his son, Police Officer James D. Baker, assigned to the Westside Division. He was preceded in death by his brother-in-law, Retired Senior Police Officer Martin Villarreal, Jr., who passed away on September 23, 2015. Sergeant Baker was a Veteran of the U.S. Marine Corps. He joined the Houston Police Department on December 18, 1978, Academy Class No. 84. During his career with the department, he was assigned to the Southwest Division, Personnel Division, Field Training Division, Office of Public Affairs and the Westside Division. Sgt. Baker retired on September 27, 2014. Services were held March 29 with burial in Greenlawn Memorial Park in Rosenberg.

 

BRAGGS

Mrs. Lauretta Braggs passed away on Sunday, February 24, 2019, at the age of 79. She is the sister of Retired Senior Police Officer Barbara Turner, last assigned to the Special Operations Division, retiring on May 22, 2004. She is also the aunt of Senior Police Officer Vanetta L. Hall, assigned to the Juvenile Division – Missing Persons. Services were held March 7 with burial in Inglewood, California.

 

BRANCH

Retired Sergeant Willie E. Branch Jr. passed away on Sunday, March 10, 2019, at the age of 81. He is survived by his wife, Joyce A. Branch. Sergeant Branch joined the Houston Police Department on June 1, 1959, Academy Class No. 21. During his career he was assigned to the North Division, Northeast Division, Vice Division, Traffic and Accident Division, Narcotics Division, Crime Analysis Division, Organizational Development Command, Special Operations Division and the Fleet Unit until his retirement on January 26, 1985. Services were held March 15 with burial in Earthman Resthaven Cemetery.

 

COLE

Mrs. Lucille Cole passed away on Wednesday, March 20, 2019, at the age of 85. She is the mother of Police Officer Wesley T. Blevins, assigned to the Clear Lake Division. Services were held March 29 with burial in Grand View Memorial Park/Bethany Cemetery in Pasadena.

 

CONES

Mrs. Patricia Ann Cones passed away on Thursday, March 7, 2019, at the age of 72. She is preceded in death by her husband, retired Police Officer James R. Cones who was last assigned to the North Division until his passing on October 8, 1998. She is also the mother of Lieutenant Kyle D. Cones, assigned to the Homicide Division.

 

DAVIS

Mrs. Mary M. Davis passed away on Friday, March 1, 2019, at the age of 74.  She is the sister of Senior Police Officer Dudley C. Breaux Jr., assigned to the Traffic Enforcement Division and Senior Police Officer Gregory K. Breaux, assigned to the Major Offenders Division. Services were held March 15 with burial in Houston Memorial Gardens.

 

DELIA

Ms. Ernestine Della passed away on Tuesday, March 19, 2019, at the age of 73. She is the mother of Sergeant Wilfred Della, assigned to the South Gessner Division. Services were held March 29 with burial in Baton Rouge.

 

FINCH

Retired Deputy Chief Bennie M. Finch passed away on Sunday, March 3, 2019, at the age of 87. He is survived by his wife, Laurita Joy Finch. He joined the Houston Police Department on April 28, 1958, Academy Class No. 18. He was promoted to the rank of Deputy Chief on October 9, 1976. Deputy Chief Finch retired on March 29, 1985, while in command of the Staff Services Bureau. Services were held March 5.

 

GOODRICH

Mrs. Glenda M. Goodrich passed away on Tuesday, March, 12, 2019, at the age of 80. She is preceded in death by her husband, Retired Police Officer Willis D. Goodrich, who passed away on April 27, 2009. Services were held March 18.

 

HURD

Mrs. Hattie Ellis Hurd passed away on Friday, March 1, 2019, at the age of 82. She is the mother of Police Officer Damien L. Williams, assigned to the Joint Processing Center Unit. Services were held March 9.

 

MIXON

Mrs. Ollie Dean (SoRelle) Mixon passed away on Friday night, March 22, 2019, at the age of 93.  She was the mother of Lieutenant George A. Mixon, the Chief of Staff in the Office of the Chief of Police.

 

PARKS-BURNETT

Mrs. Jewel Faye Parks-Burnett passed away on Tuesday, March 12, 2019, at the age of 80. She is the mother of Lieutenant Maryland B. Fremin, assigned to the Employee Services Division. Services were held March 16 with burial in Paradise South Cemetery.

 

PEEL

Mrs. Jolie Marie Peel passed away on Saturday, March 16, 2019, at the age of 33. She is the wife of Senior Police Officer Matthew L. Peel, assigned to the Clear Lake Division. Services were held March 23 in Friendswood.

 

QUALLS

Mrs. Kathleen K. Qualls passed away on Tuesday, March 5, 2019, at the age of 89. She is preceded in death by her husband, Retired Sergeant Jack S. Qualls, who passed away on August 23, 2004. Services were held March 12 in Magnolia.

 

RECIO

Mr. Ernesto S. Recio passed away on Monday, March 18, 2019, at the age of 79. He is father-in-law of Senior Police Officer Oscar Rodriguez, assigned to the Narcotics Division. Services were held March 22 with burial in Hollywood Cemetery.

 

RUFFINO

Retired Senior Police Officer Frank A. Ruffino Jr. passed away on Wednesday, March 13, 2019, at the age of 68. He is the cousin of retired Senior Police Officer Carl J. Ruffino who was last assigned to the Burglary and Theft Division until his retirement on January 25, 2003 and Senior Police Officer Anthony H. Ruffino who was last assigned to the Special Operations Division until his retirement on October 3, 2009. Officer Ruffino joined the Houston Police Department on May 23 1977, Academy Class No. 78 and was also a Veteran of the United States Army. During his career he was assigned to the Northeast Division, Special Operations Division and the Tactical Operations Division until his retirement on March 29, 2014. Services were held March 16 with burial in Woodlawn Cemetery.

 

SKAGGS

Retired Senior Police Officer Harold J. Skaggs passed away on Wednesday, March 13, 2019, at the age of 76. He is survived by his wife, Maria Skaggs. He is a Veteran of the U.S. Army. He joined the Houston Police Department on March 31, 1975, Academy Class No. 69. During his career with the department, he was assigned to the Northeast, Central, and South Central Divisions, retiring on August 26, 2006. Services were held March 20 with burial in Houston National Cemetery.

 

SLADE

Mr. Daniel Bernard Slade passed away on Monday, March 18, 2019, at the age of 85. He is the father of Senior Police Officer David W. Slade, assigned to the Air and Marine Division and grandfather of Police Officer Matthew D. Slade, assigned to the Airport Division – IAH. Services were held March 23 with burial in Woodlawn Cemetery.

 

SWATZEL

Retired Clerk Typist II Emma C. Swatzel passed away on Sunday, March 3, 2019, at the age of 91. She is preceded in death by her husband, Retired Identification Administrator Kenneth D. Swatzel, who passed away on November 6, 1997. Emma Swatzel joined the Houston Police Department on February 25, 1977. During her career with the department, she was assigned to the Narcotics Division until her retirement on March 3, 1989. Services were held March 6 with burial in Garden Park Cemetery in Conroe.

 

TIPPEN

Retired Sergeant Phillip D. Tippen passed away on Saturday, March 16, 2019, at the age of 70. He joined the Houston Police Department on January 8, 1968, Academy Class No. 37. During his career with the department, he was assigned to the Central, Emergency Communications, Employment Services, Jail, Property, and Criminal Intelligence Divisions. Sergeant Tippen retired on July 1, 2005. Services were held March 21 with burial in Forest Park East Cemetery.

 

WILSON

Mr. Hillery Wilson passed away on Tuesday, February 19, 2019, at the age of 69. He is the father of Senior Police Officer Norman D. Wallace, assigned to the Robbery Division. Services were held March 6 with burial in Victorville, California.

 

WINTERBOTTOM

Mrs. Susan Winterbottom passed away on Saturday, March 23, 2019, at the age of 78. She is the mother of Police Officer Andrew J. Winterbottom, assigned to the Burglary and Theft Division. Services were held March 27 in Lindenhurst, New York.

 

WYATT

Mr. David Noble Wyatt passed away on Sunday, February 24, 2019, at the age of 45. He is the brother of Senior Police Officer Sarah L. Wyatt, assigned to the Special Victims Division. Services were held March 2 in Webster.
