ALLEN

Retired Sergeant Waymon O. Allen, Jr. passed away on Tuesday, July 16, 2019, at the age of 67. He is survived by his wife, Carolyn M. Allen. He joined the Houston Police Department on November 11, 1974, Academy Class No. 67. During his career with the department, he was assigned to the Northeast, Air Support, Burglary and Theft, Special Operations, Central, Internal Affairs, and Homicide Divisions. Sergeant Allen retired on September 25, 2004.


BLACK

Mrs. Lorraine “Lee” Black passed away on Saturday, June 29, 2019, at the age of 93. She is the widow of Retired Police Officer Melton B. Black, who retired in 1983, and passed away on June 9, 1995. She is also preceded in death by her brother-in-law, Retired Police Officer Lloyd N. Black, who retired in 1978, and passed away on December 10, 1981, and brother-in-law, Retired Sergeant James “Doug” Black, who retired in 1978, and passed away on December 25, 1989. Mrs. Black is the aunt of Retired Police Officer Norris W. Black, who retired on February 12, 1993, Retired Senior Police Officer Charles R. Black, who retired on June 1, 2003, and of Retired Senior Police Officer Gary L. Blankinship, who retired on January 6, 2012; great aunt of Retired Sergeant Phillip A. Mulford, who retired on January 16, 2015, Senior Police Officer Carl R. Black, assigned to the Juvenile Division, Police Officer Michael R. LaReau, assigned to the Vice Division, and Police Officer Nicole “Nikki” Blankinship-Reeves, assigned to the Eastside Division.  Services were held July 23.


CHOICE

Mrs. Eva Mae Choice passed away Saturday, June 29, 2019, at the age of 78.  She is the mother of retired Police Officer Geraldine Choice, who was last assigned to the South Central Division until her retirement on February 1, 2018. Services were held July 6 in Tyler.


FLAKES

Mrs. Barbara A. Flakes passed away on Friday, July 5, 2019, at the age of 76. She is the mother of Sergeant Ester Patrice Stewart, assigned to the Airport Division – Hobby. Services were held July 17.


GROUNDS

Retired Senior Police Officer Randy D. Grounds passed away on Tuesday, July 2, 2019, at the age of 60. He joined the Houston Police Department on April 4, 1983, Academy Class No. 112. During his career with the department, he was assigned to the Southeast, Juvenile, Central, Burglary and Theft, and Clear Lake Divisions. Senior Police Officer Grounds retired on April 3, 2010, out of the Airport Division – Hobby. Services were held July 5 with burial in Grand View Memorial Park in Pasadena


HUDSON

Mr. Olin Hudson passed away on Tuesday, July 9, 2019, at the age of 54. He is the father of Police Officer Tyler J. Hudson, assigned to the North Belt Division, and of Police Officer Trent S. Hudson, assigned to the Northeast Division. Services were held July 12 in Abilene.


HUYNH

Mrs. Trinh Thi Huynh passed away on Sunday, June 23, 2019, at the age of 82. She is the mother of Systems Consultant Tyson T. Nguyen, assigned to the Office of Technology Services, and mother-in-law of Administrative Associate Diem Bui-Ngoc, assigned to the Records Division. Services were held June 29 with burial in Forest Park Westheimer.


KELLY, C.

Mr. Charles Kelly passed away on Wednesday, June 26, 2019, at the age of 69. He is the father of Police Officer Kyle B. Kelly, assigned to the Major Assaults and Family Violence Division. Services were held July 6.


KELLY, F.

Retired Sergeant Frances L. Kelly passed away on Thursday, July 11, 2019, at the age of 79. She joined the Houston Police Department on November 11, 1974, Academy Class No. 67. During her career with the department, she was assigned to the Employment Services, Homicide, and Auto Theft Divisions. Sergeant Kelly retired on March 11, 1995. Services were held July 16 with burial in Magnolia Cemetery in Dayton.


KIRK

Retired Police Officer Clarence R. Kirk passed away Sunday, June 23, 2019, at the age of 64. He is survived by his wife, Maggie Kirk. He is also the brother of retired Senior Police Officer James M. Kirk, who was last assigned to the Central Division until his retirement on January 18, 2003. Officer Kirk joined the Houston Police Department on July 2, 1979, Academy Class No. 87. During his career, he was assigned to the Jail Division and North Division until his retirement on November 5, 1999. Services were held July 2 with burial in Rosewood Memorial Park in Humble.


LAMPIGNANO

Retired Captain Joseph A. Lampignano passed away Saturday, June 15, 2019, at the age of 66. He is survived by his wife, Kathleen Lampignano. He joined the Houston Police Department on April 4, 1983, Academy Class No. 112. During his career, he was assigned to the Northwest Division, Special Operations Division, Westside Division, Personnel Division, Emergency Communications Division, Crime Analysis Division, Northeast Division, Inspections Division, North Division, Robbery Division, Internal Affairs Division, Major Offenders Division and the Kingwood Division until his retirement on August 16, 2013.


LINSCOMB

Sergeant Steven Wayne Linscomb, Sr. passed away on Saturday, July 13, 2019, at the age of 56. He is survived by his wife, Patrice Linscomb. He joined the Houston Police Department on November 6, 1989, Academy Class No. 137. During his career with the department, Sergeant Linscomb was assigned to the Central, South Central, Burglary & Theft, Robbery, Major Offenders, North and Vehicular Crimes Divisions. Services were held July 20 with burial in Brookside Memorial Park.


PERRY

Retired Senior Police Officer Garnett W. Perry passed away on Saturday, July 6, 2019, at the age of 64. He is survived by his wife, Bonnie Perry. He joined the Houston Police Department on January 16, 1986, Academy Class #133. During his career with the department, he was assigned to the Northeast, Jail, and Kingwood Divisions. Senior Police Officer Perry retired on May 24, 2008. A visitation will be held at Rios Funeral Directors, on Friday, July 12, 2019, from 5:00 p.m. to 6:30 p.m. A Memorial Service will start at 6:30 p.m. After the Service, the visitation will continue until 8:00 p.m.


STRANGE

Mrs. Beulah Strange passed away on Sunday, July 7, 2019, at the age of 96. She is the mother of Senior Police Officer Kenneth Strange, assigned to the Auto Dealers Division. Services were held July 11 in Tomball.


WILLIAMS

Ms. Billie F. Williams passed away Sunday, July 7, 2019, at the age of 76.  She is the mother of Senior Police Officer Eric O. Williams, assigned to the Downtown Division; aunt of Sergeant Michael D. Taylor, assigned to the Auto Dealers Division and Administrative Assistant Cassandra R. Jackson, assigned to the Office of Planning and Data Governance. She is also the great aunt of Evidence Technician Jalissa R. Taylor, assigned to the Property Division. Services were held July 13 with burial in Paradise Cemetery in Pearland.
